CHAP was engaged to create a strategy for reestablishing a political camp on Utøya, in memory of the 2011 attack. Hegnhuset is a learning, communication and memorial house that preserves the parts of the island affected, while also honouring the spaces that served as safe havens. It tells a story of both survival and death, honouring the memories of that day.

CHAP has been working with AUF to rebuild Utøya since 2011, engaging those affected by the tragedy and preserving important cultural monuments. Landscapes, infrastructure, and buildings have been transformed to create a functional and sustainable site. The project has seen the opening of several interconnected buildings, Hegnhuset (2016), an accommodation village (2017), and a museum (2018). CHAP and AUF continue to work together to make Utøya an important political workshop, making progress towards the ultimate goal of a universally accessible island.
